I downloaded it, investigated, and determined the cause. Up to ver 0.032, when you defeat that boss, the Bell's switch is 2, but in order to interact, that switch needs to be 3. After ver 0.033, when you defeat that boss, it becomes 3. This problem only occurs with past save files.

I downloaded all updates but I still can't see the new scene with Belle, I defeated the long-legged mushroom before the updates btw. Now when I get to Belle, she's just standing there, I have empty bottles and everything but I can't talk to her.
